Hon. Kathleen Cecille Casinabe Pagaling is a dedicated public servant, legislator, and community advocate currently serving her third consecutive term as City Councilor in Malaybalay City, Bukidnon. Her journey in governance began at the grassroots level as a Barangay Captain, a foundational experience that deeply rooted her leadership philosophy in direct community engagement, transparency, and actionable policy-making.
Throughout her tenure in the Sangguniang Panlungsod, Councilor Pagaling has championed the rights and welfare of marginalized sectors. As the Chairperson of the Committee on Women and Family, her legislative focus centers on creating robust social safety nets. She has successfully sponsored and supported key local ordinances, including the implementation of the Solo Parent Monitoring System, adolescent pregnancy prevention programs, and welfare incentives for community healthcare workers.
Armed with a strong educational background from Bukidnon State University and Liceo de Cagayan University, Councilor Pagaling continuously strives to bridge the gap between policy and real-world impact. Her mission remains fixed: to build an inclusive, progressive, and resilient Malaybalay where women, families, and underrepresented communities have a powerful voice in local government.
