Hon. Kathleen Cecille Casinabe Pagaling is a dedicated public servant, legislator, and community advocate currently serving her third consecutive term as City Councilor in Malaybalay City, Bukidnon. Her journey in governance began at the grassroots level as a Barangay Captain, a foundational experience that deeply rooted her leadership philosophy in direct community engagement, transparency, and actionable policy-making.
Throughout her tenure in the Sangguniang Panlungsod, Councilor Pagaling has championed the rights and welfare of marginalized sectors. As the Chairperson of the Committee on Women and Family, her legislative focus centers on creating robust social safety nets. She has successfully sponsored and supported key local ordinances, including the implementation of the Solo Parent Monitoring System, adolescent pregnancy prevention programs, and welfare incentives for community healthcare workers.
Armed with a strong educational background from Bukidnon State University and Liceo de Cagayan University, Councilor Pagaling continuously strives to bridge the gap between policy and real-world impact. 23 July 2026 – 31 August 2026Konsehala Cecille Pagaling was selected as one of 100 young legislators from across the Philippines to join the Executive Education for Young Legislators programme at the Lee Kuan Yew School of Public Policy, National University of Singapore.
The programme ran from 23 July to 31 August 2026. Her Certificate of Completion records her participation in the programme and names the Lee Kuan Yew School of Public Policy at the National University of Singapore as the institution that delivered it.
For a local legislator, learning about leadership and governance is closely connected to everyday public service. It means taking time to listen to other experiences, look at how public decisions are made, and consider how ideas can be turned into work that people can understand and feel in their communities.
A public programme note from NUS also describes a session for the 100 Young Legislators held on 19 August 2026. The discussion looked at how national climate commitments can become practical local action. In simple terms, it explored how large national plans can be carried out in cities and communities through cooperation between national and local governments, clear responsibilities, and regular checks on progress.
